California Music Education Advocacy Action Alert: Public Comment Period on ESSA State Plan Draft

The California Department of Education and the State Board of Education have begun the public comment period on California’s Draft Every Student Succeeds Act State Plan. All members of the public are encouraged to review the Phase IV Draft ESSA State Plan Public Comment Toolkit, which includes the complete draft plan, videos explaining the contents of the plan, facilitator instructions, and the public comment survey.

During the public comment period, CDE staff is collaborating with county offices of education (COEs) and education organizations to host regional and online stakeholder meetings to review the contents of the draft State Plan and the public comment process. Below you will find information for regional stakeholder meetings, including links to registration.

As you attend the ESSA Stakeholder Meetings in your area, please refer to the following specific recommendations supplied by the Stand Up 4 Music CA Coalition:

  • We recommend including from each high school, the percentage of students completing UC/CSU A-G Requirements into the formula to measure College/Career Readiness. This will help quantitatively measure the number of students receiving a “Well-Rounded Education” in order to prepare our students for College and Career, allowing the Equity Gap to be measured more accurately, particularly among those school districts with a high number of Title I schools.
  • We support the inclusion of Implementation of Academic Standards in the Local Indicators of the Dashboard. This supports all students to receive instruction in ALL Academic Standards including the CA Visual and Performing Arts Standards and not just in ELA, Math and Science. The Dashboard contains reports that display the performance of local educational agencies (LEAs), schools, and student groups on a set of state and local measures to assist in identifying strengths, weaknesses, and areas in need of improvement. As part of the school’s Equity Report in the CA School Dashboard, high schools and districts are measured by College/Career Readiness. The College/Career Readiness measure uses 11th grade state testing results (SBAC/CAASPP tests).
